Mission
The MEAL Coordinator will directly supervise the coordination MEAL team while providing technical oversight to the MEAL Activity Managers across the Northeast and Northwest regions.
Reporting directly to the Deputy Country Director – Programs, the successful candidate will work closely with multiple departments across the Coordination Office, Northeast, and Northwest operations to strengthen monitoring, evaluation, accountability, and learning systems within the mission.
STRATEGY AND PLANNING
Contributes to the development of a multi-year strategy and its annual review, aligned with that of the association and with identified humanitarian issues, ensuring that lessons learned and recommendations from previous years are taken into account.
Coordinates with MEAL teams at the grassroots level to carry out self-assessments of MEAL systems in the country office and translates the results into key actions
Supports the operationalisation of the MEAL action plan in line with the strategic and programmatic priorities of the country office
Contributes to determining the resources required for MEAL activities with the bases and departments concerned
Proposes research topics in coordination with technical coordinators and/or headquarters.
DEVELOPMENT AND REPORTING
With the support of the department in charge of grants and partnerships:
Consolidates, validates and ensures the relevance, quality and consistency of MEAL approaches to project proposals, and the sizing of the resources needed to implement MEAL activities
Reviews and finalises the relevant sections of project proposals, reports and requests for changes
PROGRAMME MONITORING AND QUALITY
Ensures the technical compliance of MEAL approaches and tools with national, international and humanitarian sectoral requirements, and with internal requirements where they exist, and supports MEAL teams in meeting these requirements
Ensures compliance with programme data management processes, in accordance with the responsible data cycle
Ensures the relevance, quality and consistency of MEAL activities, by systematically considering cross-cutting issues (cross-cutting protection, gender, etc.) during all phases of the project cycle
Supports and supervises data collection in their department in accordance with project MEAL plans, and its use to make appropriate operational decisions that meet contractual commitments to donors
Validates the relevance of reports, analyses, maps and recommendations produced by the MEAL department
Supports programme teams in the consideration of the principles of accountability and responsible management of programme data in the implementation of their activities
Provides technical support to MEAL and programme teams in the methodology for collecting, measuring and monitoring indicators
In collaboration with sector coordinators, contributes to the production of a comprehensive analysis of project results and proposes adjustments
Supports Field Coordinators in monitoring the implementation deadlines for all MEAL activities.
Conducts regular field visits.
ACCOUNTABILITY
Ensures the operationalisation of accountability principles and develops the associated processes and tools
Develops the country office’s complaint management mechanism procedure
Ensures the implementation of a confidential, functional and appropriate complaint management and feedback mechanism.
Monitors and validates the various outputs related to accountability, develops analyses and makes recommendations.
EVALUATION AND LEARNING
In conjunction with sector coordinators and according to the needs in terms of demonstrations in the country office, plans and frames learning exercises (including evaluations, studies/research and capitalisation)
Supports sector coordinators in organising workshops to capitalise on lessons learned.
Ensures that lessons learned from these workshops are formalised, archived and disseminated to facilitate their integration into projects.
Coordinates internal or external evaluation exercises with the relevant departments.
Supports the process of following up on recommendations (internal and external) from programme teams and works on priority action plans with sector coordinators.
TECHNICAL COMPLIANCE AND ACCOUNTABILITY
Deploys MEAL and internal programmatic frameworks and procedures across the entire SI response.
Ensures that project resources and tools are up to date and used correctly and that internal compliance processes are applied.
Contributes to the identification and monitoring of compliance breaches and risks.
Proposes and supports the implementation of corrective measures by the bases.
CAPITALISATION AND CAPACITY STRENGTHENING
Develops and implements sectoral and programmatic training plans.
Ensures that SI capitalisation tools are used and disseminated by MEAL teams.
Ensures that capitalisation achieved in its sector is shared with headquarters where relevant.
Oversees the centralisation and accessibility of procedures, guides and tools specific to the country office.
Works closely with headquarters teams to oversee the improvement of existing tools.
COORDINATION AND COMMUNICATION
Actively participates with their teams in technical coordination platforms and initiatives. They may sometimes take on the role of facilitator or co-facilitator of platforms or working groups.
Leads regular internal coordination of MEAL base and coordination teams (community of practice).
Develops regular internal coordination with Field Coordinators on programmatic and technical issues.
Facilitates the harmonisation of technical, programmatic and operational considerations, in close collaboration with Field Coordinators.
Ensures the smooth flow of programmatic and technical information across all bases and the country.
Acts as an interface with technical advisors at headquarters.
Writes and shares their handover report before the end of their employment contract.
MANAGEMENT

Is responsible for the compliance of the documents they produce.
Ensures that adequate internal controls are in place in the processes implemented by their teams.
Is responsible for the compliance of certain processes and documents.
FOLLOW-UP ON RECOMMENDATIONS
Responsible for implementing recommendations within their area of responsibility
FILING AND ARCHIVING
Responsible for filing and archiving documents produced in accordance with internal procedures.
Ensures that archiving is implemented within their department**.**
FIGHT AGAINST ABUSE
Creates and actively collaborates in the implementation of a working environment that prevents inappropriate behaviour.
Participates in communicating the existence of SI’s ethical framework.
Respects at all times the protection of information exchanged in the context of a report and its processing.
Implements measures to mitigate the risk of abuse.
PARTNERSHIPS
May contribute, in line with their role and responsibilities, to the verification of SI implementation partners.
May contribute to the implementation of a plan to support and strengthen SI partners
May participate in the requirements for monitoring the actions of partners in relation to their job and responsibilities
Professional experience: 3 – 4 years of relevant experience (NGO/Private or Public sector) and 3-4 years of progressive experience in an INGO
Education: Bachelor, master’s or equivalent in statistic, quality control or humanitarian project management
Languages: Fluency in English compulsory – written & spoken (Hausa – Added Advantage)
Technical Skills: 1. Experience in MEAL management (minimum 3 years); 2. Experience in communication with communities and accountability mechanisms. 3. Knowledge of data collection, sampling, mobile data collection (Kobo, Power-BI) and data analysis. 4. Experience in management of budgets and ability to prepare timely, complete and accurate reports
Transversal Skill1s: 1. Problem solving and analytical skills with ability to assess challenges and recommend solutions. 2. Good knowledge of the humanitarian project cycle management; the MEAL and FCRM challenges in humanitarian sector. 3. Good knowledge of Humanitarian sector in Nigeria. 4. Excellent communication, prioritization and organizational skills; ability to multi-task; Proactive, takes initiatives, flexible, Team player, capacity to give a positive dynamic to a young team whilst being fully part of the mission’s management team. 5.
